Sahih Ibn Khuzaymah #2964

Narrated to us Muhammad ibn al-Muthanna and Ibn Bashshar — narrated to us Abu Dawud — narrated to us al-Hajjaj ibn Muhammad — narrated to us Ibn Jurayj — I heard Ibn Shihab say: I heard Ibn ‘Abbas (RA) say: Allah has prescribed the prayer for your Prophet (ﷺ) in the state of residence as four rak‘ahs and in the state of travel as two rak‘ahs. He thereby made it clear that the obligation of the prayer in Mina is four rak‘ahs for the resident, just as it is for one who is not a resident in any other place besides it. **CHAPTER:**

Narrated to us Yaḥyā ibn Abī Isḥāq, on the authority of Anas (RA), and also narrated to us ʿAbd Allāh ibn ʿAbbās (RA) and ʿĀʾishah (RA) who said: The prayer was initially prescribed as two rakʿahs. Then, in the prayer of the resident (i.e., non-traveler), it was increased. This explicitly indicates that the resident in Minā is required to complete the prayer and is not permitted to shorten it, as he is a resident, not a traveler. Abū Bakr (ibn Abī Shaybah) said: I have already explained in the chapter on prayer the meaning of the narration of Yaḥyā ibn Abī Isḥāq from Anas (RA), and in the narrations of Ibn ʿAbbās (RA) and ʿĀʾishah (RA) there is a clear indication that it is obligatory upon the people of Makkah and those who reside there from non-residents to complete the prayer in Minā, as they are residents, not travelers. For the obligation of the resident is four rakʿahs, and it is not permissible for anyone other than a traveler or one in fear during battle to shorten the prayer. Thus, the people of Makkah and those who have taken up residence there—establishing residence—are obligated to complete the prayer when they go out to Minā intending to return to Makkah, as they are not travelers. Therefore, it is not permissible for them to shorten the prayer in Minā. **CHAPTER:**
